Present: Mayor Bill Ketchum, Cathy Skogen, Gary Trelstad, Paul Blaisdell, Braedon Dostal, Lee Mattson, Stephanie Gonzalez, Meredith Brose, Deputy Breuer, Gerald Runnells, Randy Langworthy, Al Denny, Thomas Donohue

City Council approved the following items:

• Agenda and Consent Agenda to include: Minutes of the July 27, 2026 City Council Meeting, SCDP Subordination, and Payment of bills,

• Tabled the nuisance code violation decision regarding the 602 10th Ave NW property,

• Award the $50,000 mastic project, including 13 manholes and 2 water shutoffs to Bargen Inc., as budgeted.

• Approve a bid not to exceed $6,570 for purchasing sealant material for the in-house road crack-sealing project the Maintenance Department will complete.

• Approve a bid not to exceed $3,872 for replacement of concrete to include 2 buckled sidewalks and curb, as well as a bid not to exceed $12,607 for concrete slab replacement at the pool.

• Waive repayment responsibility from the homeowners affected by 54 incorrectly calibrated water meters through the mid-July estimated reading and to direct staff to pursue monetary compensation from the vendor, Badger Meter.

• Approve Resolution 2026-011 to acknowledge acceptance of Robin Koss-Viker’s application for a non-transferrable home occupation interim use permit to operate a salon at 1305 5th St NW.

• Approve Resolution 2026-012 to acknowledge acceptance of Thomas Donohue’s application for a non-transferrable home occupation interim use permit to operate a pest control business at 1218 Highway Street NW.

• Approve staff to move forward with drafting an ordinance amending Chapter 6 of the City Code relating to Building Construction to allow plumbing plan reviews by CMS.

• approve and accept the lowest demolition bid on the 501 1st St SW property up to $24,300, with bids including removal of all materials, fill, soil, and seed for erosion control.

• Approve the Airport Beacon grant amendment request to the State to authorize amending the Airport Lighting construction contract contingent upon receipt of federal funding.

• Approve a food truck parked on City Property for the Center Clinic Wellness Day at the Community Center on Saturday, September 26, 2026,

• Approve a petting zoo on City Property for the Center Clinic Wellness Day at the Community Center on Saturday, September 26, 2026.
